PROBLEM TO BE SOLVED: To provide a supervisory and control system in which image information can be transmitted without changing a transmission line. SOLUTION: In the supervisory and control system, a monitor object device to be monitored is controlled by acquiring monitor information from the monitor object device and image information from an image input device via the same transmission line. When transmitting image information via the transmission line, the image information is transmitted by utilizing an idle time of the transmission line calculated from the situation of using the transmission line for the monitor information. At such a time, if a size of the image information is such a size that the image information can not be transmitted collectively within the idle time calculated from the use situation of the transmission line, a dividing size is calculated in accordance with the use situation of the transmission line, and the image information is divided based on the dividing size and sequentially transmitted utilizing the idle time of the transmission line.
