<P>PROBLEM TO BE SOLVED: To charge a battery in the optimal atmospheric temperature conditions in the vehicle-mounted charger which charges a battery for supplying the drive power of a vehicle. Ž<P>SOLUTION: The vehicle-mounted charger which charges a battery for supplying the drive power of a vehicle includes an external charging unit which charges a battery based on the power supplied from a power generation source provided separately from the mounting vehicle, an atmospheric temperature prediction unit which obtains the information about atmospheric temperature variation and determines the prediction characteristics of atmospheric temperature variation based on the information thus obtained, a required charging time determination unit which determines the required charging time of a battery in a time period including the time when the predicted atmospheric temperature becomes highest, and a charging start time determination unit which determines the charging start time based on the prediction characteristics and the required charging time, wherein the external charging unit starts charging of the battery at the charging start time which is determined by the charging start time determination unit.
