PROBLEM TO BE SOLVED: To provide a method for manufacturing a printing plate, for easily manufacturing a printing plate having excellent durability, and to provide a developer for manufacturing a printing plate. SOLUTION: The method for manufacturing the printing plate includes: a charging step of charging the surface of a photoreceptor having a photoconductive layer; an exposing step of selectively irradiating the charged photoconductive layer with light to form an electrostatic latent image on the surface of the photoconductive layer; a developing step of imparting a developer for manufacturing a printing plate, the developer containing an epoxy-modified compound, a cationic photopolymerization initiator and resin particles, to the electrostatic latent image on the surface of the photoconductive layer so as to form an image comprising the developer for manufacturing a printing plate on the surface of the photoconductive layer; a transferring step of transferring the image on the surface of the photoconductive layer onto a printing plate precursor; and a curing step of curing the image by irradiating the image transferred onto the printing plate precursor with UV rays.
