PROBLEM TO BE SOLVED: To provide an endless belt superior in flexibility and durability, and moreover to provide a heating device in which a heat generation amount distribution of a heating layer of the endless belt can be adjusted in a simple structure. SOLUTION: In the heating device 31, a fixing belt 20 has a structure including a heating layer 20B, and the heating layer 20B is so structured to be thinner than a skin depth into which a magnetic field generated by an electromagnetic coil 26A can intrude and moreover to have a plurality of regions of different layer depths within a range thinner than the skin depth, and thereby, a plurality of regions of different heat generation characteristics against frequencies of the magnetic field to be applied are formed.
