PROBLEM TO BE SOLVED: To provide a variable winning device and a game machine, capable of easily confirming an operation during manufacture and during an inspection. SOLUTION: The variable winning device includes: a winning port that a game ball can enter; an opening/closing member turnable between an opening position for opening a path for the game ball to reach the winning port and a closing position for narrowing the path; a fixing means for fixing the position of the opening/closing member at the closing position; and a cover member attached more on the front side than the winning port and the opening/closing member. The cover member is movable between a first position for not allowing the entry of the game ball to the winning port in the state that the opening/closing member is at the closing position and a second position for allowing the entry of the game ball to the winning port where the opening/closing member is at the closing position.
