<P>PROBLEM TO BE SOLVED: To provide a display driving device and a display device, reducing degradation in display quality, by setting a grayscale level using an FRC (Frame Rate Control) system according to grayscale of a display image. Ž<P>SOLUTION: When a display data "Data" is input in a signal driver 30, a grayscale histogram indicating an appearance frequency of the grayscale level indicated by the display data "Data" is created in a histogram calculation section 303. A grayscale voltage setting section 304 sets a grayscale voltage setting switch in a grayscale voltage creation section 305 so as to make combination in which a grayscale voltage corresponding to a grayscale level whose appearance frequency is high according to the grayscale histogram, is created as much as possible. According to this setting and the display data, the display data "Data" (FRC) for FRC driving is created, and display is performed according to the display data "Data" (FRC).
