PROBLEM TO BE SOLVED: To prevent an increase of the withstand voltage required of a device for reducing the variation in capacity among battery cells that constitute a battery pack. SOLUTION: Battery cells that constitute a battery pack are grouped into several blocks. A monitor unit Uk is provided for each block composed of battery cells Ck1 to Ck8. The monitor unit Uk has not only a function to detect the voltage of the battery cells Ck1 to Ck8 by using a flying capacitor 20 but also a function to detect the voltage of battery cells C(k+1) 1 in an adjacent block by using the flying capacitor 20. On the basis of the detection results about voltage, the monitor unit Uk discharges the electric charges of a battery cell having a high voltage. COPYRIGHT: (C)2010,JPO&INPIT
