PURPOSE: An OBE(On Board Equipment) communications information collecting function of a UTIS is provided to test an experiment target device by transmitting a GPS signal to the experiment target device. CONSTITUTION: A GPS signal collection device is installed in a vehicle. A signal received from the GPS is collected. A test device receives the GPS signal which is collected from the GPS signal collection device. The test device transmits a GPS signal to an OBE. The test device transmits the GPS signal to a map output device. The OBE collects the communications information which is transmitted to a RSE. The test device analyzes the collected communications information.
