<P>PROBLEM TO BE SOLVED: To determine whether a route or a history of circulation is proper or not while exactly tracing the circumstances of the circulation of portable terminals. Ž<P>SOLUTION: After a communication processing unit 11 makes a table of SIM (Subscriber Identity Module) card information from a SIM card and Cell-ID information acquired upon communication together with date information recognized in the communication processing unit 11, and enciphers them in the communication processing unit 11, it automatically stores them in a nonvolatile memory 13. A portable telephone dealer or a portable telephone operator makes a service terminal carry out downloading of the SIM card information, the Cell-ID information, and date information which are tabularized from the nonvolatile memory 13 of the portable terminal 10, and display them in a display unit. The portable telephone dealer or the portable terminal operator confirms the usage history of the portable telephone service, the circulation route, etc. by collating the user information or location information of the base station of the portable terminal 10 of a used article displayed on the display unit with a database.
