<P>PROBLEM TO BE SOLVED: To provide a flame-retardant resin composition being excellent in cold-resistance and wearing-resistance when a metal hydrate such as magnesium hydroxide is used as a flame-retardant, and an insulation electric wire. <P>SOLUTION: The flame-retardant resin composition contains the flame-retardant containing the metal hydrate as a main component, a base resin having a melt flow rate (MFR) of 5 g/10 min or less, and a polypropylene resin having a functional group having a modulus of elasticity of 1,000 MPa or more. The polypropylene resin is preferably formulated 10-30 pts.mass based on 100 pts.mass of the component except for the polypropylene resin.
