PROBLEM TO BE SOLVED: To provide an oil ring for an internal combustion engine constituted by forming an oil-repellent and water-repellent coating film good in adhesion to a base material with good productivity in order to restrain adhesion of an oil sludge precursor and/or oil sludge to a surface of the oil ring. SOLUTION: The oil-repellent and water-repellent coating film 13 for suppressing adhesion of the oil sludge precursor and/or the oil sludge to the surface of the oil ring is provided at least on a part of the oil ring 10, and the coating film 13 has a contact angle with oil of 75°or more and a contact angle with water of 100°or more, and the coating film 13 contains 50-70 atom% of fluorine and 2-5 atom% of silicon.
