<P>PROBLEM TO BE SOLVED: To form a surface on a base material by friction stirring even when the base material on which a surface is to be formed has a special shape such as a cylindrical shape. Ž<P>SOLUTION: A tubular surface member 12 is installed in contact with the outer periphery of a cylindrical member 11. Then, a plurality of friction stirring tools 131, 132, 133 arranged along the outer periphery of the cylindrical member are embedded at least in the surface member, rotated along the outer periphery of the cylindrical member, and also moved along the rotating center axis direction of the member.
