PROBLEM TO BE SOLVED: To provide an image change extraction apparatus for extracting a physical change occurring on the surface of the earth with a higher accuracy and for correctly displaying the spacial continuity of the change. SOLUTION: The image change extraction apparatus includes, a noise removal unit 2 for removing the noise targeting a coherence map, a characteristic amount extraction unit 6 for extracting the characteristic amount from the image after the noise removal, a coherence average calculation unit 3 for calculating the temporal and spacial average of pixels composing the coherence map, a change extraction unit 4 for extracting the change using time-series change information of the coherence map, a change time adjustment unit 5 for detecting the discrepancy of the occurrence time of the change and for making the time adjustment, and a change sorting unit 7 for sorting the change and outputting the change sorted image data after the change sorting as an overall output.
