PROBLEM TO BE SOLVED: To provide hygienic paper which is free from a strike-through of absorbed oil or moisture, and can prevent malodor from drifting around after disposal. SOLUTION: This hygienic paper 1 includes base material paper 10 which can absorb liquid and a film layer 20 which is laminated on one surface of the base material paper 10 and possesses non-liquid permeability and non-odor permeability, wherein the base material paper 10 has a formed hexagonal unit emboss 2 and contains a deodorant which can decompose or adsorb the odor.
