PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine achieving engine requirements as much as possible without interfering with durability of the internal combustion engine in the control device for the internal combustion engine controlling the torque of the internal combustion engine by the valve opening of an intake volume regulating valve and ignition timing. SOLUTION: Required torque, required efficiency and a required air-fuel ratio are acquired, and a target throttle opening and target ignition timing for performing the acquired engine requirements in the internal combustion engine are calculated based on the engine requirements and the present operating condition of the internal combustion engine. A lower limit guard value is provided in the required torque used in a process for calculating at least the target ignition timing so that a combustion condition in a cylinder determined by the target valve opening and target ignition timing is kept within a combustion limit. When such a period that the required torque as the engine requirement is smaller than the guard value in a guard means exceeds a predetermined allowable period, fuel supply to the internal combustion engine is restricted.
