PROBLEM TO BE SOLVED: To make a starting time of a communication instruction system based upon SIP from when a request to start simultaneous instruction broadcasting is made to when the simultaneous instruction broadcasting is started shorter than before. SOLUTION: An IP communication instruction exchange 100 establishes a logical channel CH2 with an IP telephone set 20 according to SIP previously before the request to start the simultaneous instruction broadcasting is made through a console panel 10, and outputs voice information associated with the simultaneous instruction broadcasting from the console panel 10 to the IP telephone set 20 through the logical channel CH2 when receiving the request to start the simultaneous instruction broadcasting from the console panel 10.
