<P>PROBLEM TO BE SOLVED: To provide a waste heat regeneration system preventing an excessive rise of an engine cooling water temperature even when a refrigerant pump fails, because in a waste heat regeneration system that performs heat exchange of engine waste heat to a Rankine cycle side, when a refrigerant pump of the Rankine cycle fails, an operating fluid stops flowing, heat cannot be exchanged between engine cooling water and the operating fluid, and the engine cooling water temperature excessively rises. Ž<P>SOLUTION: When the flow rate of the operating fluid flowing in the refrigerant pump 14 is a prescribed value or less, a motor generator 20 is operated as an electric motor to rotate an expansion machine 12, and the operating fluid is made to flow to the Rankine cycle 10 via a pump bypass passage 30.
