Provided is an account issuance system capable of opening an account owner in a service server to the outside without revealing the personal information. A terminal (1) transmits joint identification information set by a user to an account server (3). When receiving the joint identification information from the terminal (1), the account server (3) generates a public ID for a third-party different from the user to identify the user using the joint identification information and a unique ID, and transmits the public ID to the user terminal (1). When receiving the public ID, the user terminal (1) transmits the public ID to a service server (2). When receiving the public ID from the user terminal (1), the service server (2) sets the public ID in such a manner that the public ID can be opened to the outside.
