User Equipment (UE) comprises an individual signaling reception section (12) for receiving individual signaling including priority with respect to carriers or a carrier group of each radio access network, and a standby processing section (13) for selecting a standby cell on the basis of the priority or the radio quality of each cell, and is configured in such a manner that, when a predetermined flag is set to the individual signaling received by the individual signaling reception section (12), the standby processing section (13) selects a standby cell on the basis of the radio quality of each cell from among a plurality of cells in which different carriers within the same radio access network are used, and selects a standby cell on the basis of the priority included in the individual signaling from among a plurality of cells within a different radio access network.
