PROBLEM TO BE SOLVED: To make a finished surface of an exterior wall of a building using lightweight mortar exert stable performance for a long time by enhancing adhesion property of a finish-coating material film. SOLUTION: A heat-insulating structure includes: a substrate layer (A); an inorganic heat-insulating material layer (B) formed of light-weight mortar containing cement and light-weight aggregates as essential ingridients; and a finishing layer (C) formed of a finish-coating material, wherein the layers are arranged in the order from the indoor side to the outdoor side of the wall face. At least the outdoor side surface of the inorganic layer (B) is treated with a treatment solution having an epoxy group containing resin emulsion (m) and water-soluble silicate (n) with a solid-content weight ratio of the emulsion (m) and the water-soluble silicate (n) is 90:10 to 10:90.
