<P>PROBLEM TO BE SOLVED: To provide a plate cylinder offset printing machine which can accurately adjust the relative positions of a blanket cylinder and a plate cylinder in an inking stroke, can rotate the blanket cylinder and the plate cylinder in an acceptance stroke while accurately synchronizing them to greatly improve the positional accuracy of printing, and makes TFT manufacturing possible, and a method for controlling the printing machine. Ž<P>SOLUTION: After the inking stroke, a power transmission apparatus 20 is moved to an idle turning position B which does not contact the blanket cylinder 13 and the plate cylinder 12, and the dislocation between the relative positions of the blanket cylinder 13 and the plate cylinder 12 is measured by encoders 18 and 19. Using a result, only the blanket cylinder 13 is rotated by a servomotor 17. In the acceptance stroke, the power transmission apparatus 20 is moved to a friction drive position A by a transfer device 26. The rotational power of the blanket cylinder 13 is transmitted to the plate cylinder 12 by a friction drive, and the plate cylinder 12 and the blanket cylinder 13 are rotated synchronously by the friction drive.
