PROBLEM TO BE SOLVED: To solve the following problem: only by determining a modulation scheme or an encoding rate in accordance with propagation path information reported from a mobile station, a base station can use only a modulation scheme or encoding rate of low transmission capability for a mobile station located within an area where interference from a neighboring station is strong, and efficient communication may not be performed. SOLUTION: There is disclosed a resource allocation method in a base station which manages communication in at least one area and performs communication by allocating resources to a mobile station, and the method includes the steps of: determining whether or not communication between the mobile station and the base station meets predetermined conditions in the area where the mobile station connected to the base station is located; and allocating at least one resource that is not identical to the resource being used in a proximate area proximate to the area where the mobile station is located, to the mobile station.
