A radio base station (1) receives from a radio terminal an SB-CQI that is the highest one of the CQIs of the SBs in each of a plurality of BPs.  The radio base station (1) then sets the CQI of a missing SB, which is between the SBs corresponding to the SB-CQIs in the respective adjacent BPs, to be equal to or less than the lower SB-CQI for the BP to which the SB corresponding to the SB-CQI lower in level belongs or to be equal to or less than the higher SB-CQI for the BP to which the SB corresponding to the SB-CQI higher in level belongs.
