PROBLEM TO BE SOLVED: To provide a cooling heating device having no possibility of damaging stored goods while reducing power consumption. SOLUTION: The cooling heating device includes: a cooling path equipped with a compressor 21, an exterior heat exchanger 22, a first capillary tube 23, and a right box 24a; a heating path for returning coolant condensed in a middle box 24b and a left box 24c to the cooling path; a cooling operation control part 73 for driving the compressor 21 when interior temperature exceeds cooling upper-limit temperature and stopping driving when the temperature is lower than cooling lower-limit temperature; and a heating operation control part 74 for driving interior heaters 65b, 65c when the interior temperature is lower than heating lower-limit temperature and regulating driving of the interior heaters 65b, 65c when the temperature exceeds heating upper limit temperature. The heating operation control part 74 regulates driving of the interior heaters 65b, 65c until a waiting time set beforehand passes or until the interior temperature becomes lower than waiting lower-limit temperature which is lower than the heating lower-limit temperature, even when the interior temperature is lower than the heating lower-limit temperature.
