<p><P>PROBLEM TO BE SOLVED: To notify a moving picture decoding device of an important area from a moving picture coding device without mixing special, additional information, or the like with image data. <P>SOLUTION: The moving picture coding device specifies the important area to be enhanced in an image that can be reproduced from moving picture data, and encodes data at the important area by using a coding system differing from a prescribed coding system performed in other areas.
