PROBLEM TO BE SOLVED: To provide a method and device for improving a rate of decomposition of a to-be-decomposed material, and for enhancing controllability of a chemical reaction. SOLUTION: In the method for controlling a chemical reaction, a powdery catalytic substance 101 is held in a pressure vessel 100 having an introduction port 107 and a discharge port 106. Electrodes 108 are provided for the catalytic substance 101, which is irradiated with electromagnetic waves 104. The precursory substance of a chemical reaction, which is introduced from the introduction port 107 into the pressure vessel 100, reaches the region where the catalytic substance 101 is provided in the pressure vessel 100.
