PURPOSE: A method for repairing and reinforcing a concrete structure using a carbon rod, an anchor connecting member, a functional polymer mortar, and a corrosion blocking protection sheet is provided to streamline processes of attaching carbon rods using an anchor connecting member and fixing the carbon rods so as to facilitate construction. CONSTITUTION: A method for repairing and reinforcing a concrete structure using a carbon rod, an anchor connecting member, a functional polymer mortar, and a corrosion blocking protection sheet comprise following steps. Degraded concrete(10) is smashed by a drill so as to form a groove. An inlet hole(21) is punched, wherein a nut is mounted in the inlet hole. A carbon rod(50) is conned and fixed to the end of a connecting member(40) by a fixing nut formed at the end thereof. Functional polymer mortar(60) is filled with the reentrant groove.
