PURPOSE: An information storage medium and an apparatus for recording or reproducing the same are provided to enable overwriting on a medium and increase the number of recorded layers to the desired numbers. CONSTITUTION: An information storage medium performs overwriting using nano rods formed of a material which can change the light absorption rate repetitively. The nano rods are made of a phase change material to record information by the light absorption rate difference between the crystalline state and the amorphous state. The length and breadth ratio of the nano rods is constant in both the amorphous state and crystalline state.
