<P>PROBLEM TO BE SOLVED: To perform welding at proper and shortest time corresponding to a change of a temperature of a member and a shape of an end surface. Ž<P>SOLUTION: When a pair of high temperature members 2a and 2b are flash butt-welded by impressing a voltage between the members, a generation of a flash is determined and counted by catching and fall of the flash from a change of the impressed voltage in a flashing process with a flash generation number-measuring means 16, and the number of the flashes is measured.
