PROBLEM TO BE SOLVED: To provide a method and apparatus for treating a hardly degradable organic compound for efficiently degrading a hardly degradable organic compound (in particular, PFOA or PFOS) such as a fluorine-based organic compound at a normal temperature and a normal pressure, in the treatment of a solution including the hardly degradable organic compound such as a fluorine-based organic compound, in particular, PFOA or PFOS. SOLUTION: The method for treating hardly degradable organic compound includes a process of adding a persulfate and a chelated iron to the hardly degradable organic compound to degrade the hardly degradable organic compound.
