PROBLEM TO BE SOLVED: To provide a control support system that recommends a proper control instruction to a controller in consideration of the status of a plurality of aircraft. SOLUTION: A base data generation means 71 generates base data including event information, and aircraft information on an aircraft having generated an event and aircraft around. A comparison case data storage means 72 stores a plurality of comparison case data including control instructions. An aircraft similarity calculation means 73 associates the aircraft information included in the base data and aircraft information included in the comparison case data, and calculates aircraft similarity that is similarity of the status between the aircraft. A case similarity calculation means 74 calculates case similarity showing the similarity between the base data and the comparison case data based on the aircraft similarity.
