A blocking unit 34 generates a macroblock corresponding to a macroblock generated by a blocking unit 14 on a screen for the reduced image. A motion detection unit 36 detects the motion vector of each macroblock from reduced image data. The motion detection unit 36 calculates prediction errors in motion prediction in macroblock units by the blocking unit 34 according to a picture type.
