<P>PROBLEM TO BE SOLVED: To perform excellent code amount control over a variety of images. <P>SOLUTION: A reduced image creation unit 32 generates a reduced image from frame images rearranged by a frame rearrangement unit 12. A blocking unit 34 generates a macroblock corresponding to a macroblock generated by a blocking unit 14 on a screen for the reduced image. A motion detection unit 36 detects the motion vector of each macroblock from reduced image data. The motion detection unit 36 calculates prediction errors in motion prediction in macroblock units by the blocking unit 34 according to a picture type. A code amount control unit 42 determines a target code amount for each macroblock from the target code amount of a picture to be encoded, the prediction error of the each macroblock from the motion detection unit 36, and gain information from a camera signal processing unit 11, thereby controlling the quantization parameter of a quantization unit 20. <P>COPYRIGHT: (C)2010,JPO&INPIT |
