摘要 <p>Provided is a protective-layer technique which enables a high-resolution plasma display panel to attain both a reduction in address discharge delay throughout a wide temperature range and reduced voltage fluctuations brought about by a reduction in wall charges during pauses, and which thereby renders a stable address discharge and a high contrast possible. Use is made of a protective layer which comprises MgO containing scandium, the concentration of scandium being 10-525 mass ppm of the MgO. Formation of a protective layer from MgO containing scandium within the concentration range brings about a reduction in address discharge delay and reduced voltage fluctuations during pauses. A stable address discharge is hence possible in a high-resolution plasma display panel, and a high-contrast plasma display device is obtained.</p>
