PROBLEM TO BE SOLVED: To suppress generation of agglomerates as well as to stabilize a dispersion system when producing a urethane-(meth)acrylic composite resin, also to improve strength and ductility of the obtained composite resin, and to suppress water absorption of a film using the composite resin. SOLUTION: A mixed liquid of a (meth)acrylic monomer obtained by premixing and dispersing a urethane resin and one or a plurality of (meth)acrylic monomers is added to an aqueous medium in a reaction vessel and emulsion polymerized.
