PROBLEM TO BE SOLVED: To efficiently integrate audio and data to perform high-quality communication. SOLUTION: A frame control means 12 integrates an audio frame produced by frame processing to audio signals and a data frame produced by frame processing to data into an integrated frame, and executes routing control for the audio frame, the data frame and the integrated frame. An input processing means 11 stores and manages at least one of the audio frame, the data frame and the integrated frame. An output processing means 13 stores and manages transmitted frames, and dynamically sets a band ratio of the frames to transmit the audio frame, the data frame and the integrated frame over a line.
