PROBLEM TO BE SOLVED: To provide a carbon nanotube solubilizing agent isolated-dissolving a carbon nanotube in a medium such as an organic solvent to its single size. SOLUTION: The carbon nanotube dispersing and solubilizing agent comprises a highly branched polymer containing a triaryl amine structure represented by e.g. formula (14) and formula (15) as a recurring unit, having an acyl group in the terminal thereof and having weight-average molecular weight of 1,000 to 4,000,000, wherein the carbon nanotube is included in an isolated-dissolved state.
