PROBLEM TO BE SOLVED: To supply a load circuit, such as a control circuit with a voltage in the operating voltage that ranges from a charging circuit, regardless of the battery charge state. SOLUTION: A series resistor R31 is electrically connected in series with a battery BA, which is connected electrically with a battery connection terminal. A smoothing capacitor C21 is electrically connected in parallel with a series circuit of the battery BA, which is connected electrically with the battery connection terminal and the series resistor R31. A current generation circuit 110 generates a current which charges the smoothing capacitor C21.
