PROBLEM TO BE SOLVED: To provide a clipper cutter, and a clipper-system mowing blade device including the clipper cutter each efficiently cutting an object to be cut. SOLUTION: The clipper cutter is such that at least one of two plate-like blades 1, 2 is reciprocated in a surface direction while the two blades 1, 2 are superimposed on each other to put an object to be cut C between the edges of the two blades 1, 2 so as to shear the object. The two blades 1, 2 respectively include base parts 11, 21, and blade parts 12, 22 projecting in a direction intersecting with a direction where the blades 1, 2 are reciprocated based on the base parts 11, 21, and recessed edge parts 12b, 22b each curved in a recessed state in a plan view are formed at least one side part of the blade parts 12, 22.
