<P>PROBLEM TO BE SOLVED: To provide a network structure learning system that enables one node to belong to two or more communities, and to provide a network structure learning method and a program. Ž<P>SOLUTION: The network learning system for learning the structure of a network equipped with a node group and for estimating a community to which nodes belong is provided with: an input means for inputting observation data related to the nodes and links; a community estimation means for estimating the assignment probability of the nodes to a plurality of communities on the basis of the observation data input by the input means and a learning parameter; a parameter-learning means for learning a new learning parameter on the basis of the observation data input by the input means and the assignment probability of the nodes to the plurality of communities estimated by the community estimation means, and for outputting the new learning parameter to the community estimation means; and an output means for outputting, as data, the attributes of the nodes to the plurality of communities estimated by the community estimation means.
