<P>PROBLEM TO BE SOLVED: To efficiently construct a building, without the need for labor for manufacturing a vibrational energy absorbing device or labor for fixing the vibrational energy absorbing device to the upper end of a wall-like member and an upper beam, by absorbing vibrational energy without using the vibrational energy absorbing device. Ž<P>SOLUTION: This building includes: a pair of columns which are provided at a horizontal interval; the upper beam and a lower beam, which are provided between the columns at a vertical interval; the wall-like member which is arranged between the upper and lower beams, the upper end of which is fixed to the upper beam, and the lower end of which is shifted with respect to the lower beam when the upper beam receives a horizontal force during an earthquake or in a strong wind; and the vibrational energy absorbing material which is interposed between the lower end of the wall-like member and the lower beam, and which absorbs vibrational energy generated during the earthquake or in the strong wind.
