<P>PROBLEM TO BE SOLVED: To provide an incentive point system for accelerating purchase of a software product. <P>SOLUTION: The system and a method for providing access to a disk recording medium by utilizing a unique disk ID, and giving an incentive point include a disk recording medium including the disk ID recorded permanently, a user console including an apparatus ID, a network, and a host server for managing a user database and a disk database. When purchasing software recorded in the disk recording medium, the unique disk ID and the user ID are transmitted from the user console to the host server through the network. Authorization for accessing a program existing in the disk recording medium is acquired by the user console from the host server.
