PROBLEM TO BE SOLVED: To provide a control device of an internal combustion engine reducing both heat generation amount and power consumption of a variable lift mechanism during fuel cut operation in the case of changing the maximum head of an opened intake valve by the variable lift mechanism. SOLUTION: In the internal combustion engine 3, an intake lift Liftin which is the maximum head of the opened intake valve 4 can continuously be changed by the variable lift mechanism 40 within a predetermined range (Liftin_min to Liftin_max), and when electric power supply to an electric motor 48 of the variable lift mechanism 40 is stopped, the intake lift Liftin is mechanically held at a predetermined value Liftin_ref by a lift holding mechanism 50. The control device 1 includes an ECU 2, and the ECU 2 determines whether it is in fuel cut operation or not (step 1).
