PROBLEM TO BE SOLVED: To provide an electrochromic display element that is an inexpensive reflection type color display element having high image quality, and also to provide a display device using the electrochromic display element. SOLUTION: The electrochromic display element has: a first medium 10 where at least a counter electrode 12, a reflection layer 13, a first display layer 14 containing electrochromic composition, and a first display electrode 15 are layered in this order on a counter substrate 11; and a second medium 20 where at least a second display electrode 22 and a second display layer 23 containing electrochromic composition that develops different color from the first display layer 14 are layered in this order on a display substrate 21. A principal plane on the first display electrode 15 side of the first medium 10 and a principal plane on the second display layer 23 side of the second medium 20 are faced with each other, with a space therebetween, and the space between both media is filled with electrolyte 30.
