PURPOSE: A method and a device for computing discrete cosine transform/inverse discrete cosine transform are provided to perform quick transform by minimizing a computing amount and computing complexity. CONSTITUTION: A table information unit(250) stores a plurality of table information including partial values due to multiplying computation of a weighted value and an index. An index computing unit(230) generates a table index only for an input value which is not '0' among input values by each coordinate inside an input block. An adding unit(240) calculates a result value by a coordinate inside an output block.
