<P>PROBLEM TO BE SOLVED: To provide a radio communication system that can stably transmit and receive a signal, and a transmitter and a receiver which can achieve the radio communication system. Ž<P>SOLUTION: A video signal transmitter 2 constituting the radio communication system is provided with a transmitting side beacon receiving part 12, a self-machine reception beacon analyzing part 13 and a transmission output level changing part 14. When the transmitting side beacon receiving part 12 receives a radio LAN beacon signal that is periodically transmitted at the same frequency band as a radio frequency band used when the transmitting side communication part 11 transmits a video signal, the self-machine reception beacon analyzing part 13 analyzes the radio LAN beacon signal and acquires beacon period information. The transmission output level changing part 14 estimates a transmission period of the radio LAN beacon signal on the basis of the beacon period information and receiving time information of the beacon signal, and increases a transmission output level to instruct the transmitting side communication part 11 to transmit the video signal during the transmission period.
