An image encoding apparatus (100) includes: a first block division section (101) that divides an input image into first blocks, a second block division section (111) that further divides the first blocks into a plurality of second blocks, and predicted image generating sections (112, 113) that generate predicted images by intra-screen prediction or inter-screen prediction of first blocks or second blocks. The second block division section (111) determines the block shape of the second blocks on the basis of edge information of adjacent encoded blocks in the same screen as the first blocks.
