PURPOSE: A fuel electrode gas heater/steam generator for a fuel cell is provided to minimize a fuel cell system, to precisely control droplets, and to use the heat exchange without additionally supplying the heat energy. CONSTITUTION: A fuel electrode gas heater/steam generator for a fuel cell comprises the following: a steam generator(100) generating steam by heating water; a steam over-heater(200) overheating the steam; and a fuel electrode gas heater(300) supplying the heat to the fuel electrode gas. The steam generator includes a steam generator chamber(110), and a steam generator tube sheet(120). The steam over-heater includes a steam over-heater chamber(210), a steam over-heater tube sheet(220), and a steam over-heater inlet/outlet separator(230).
