PROBLEM TO BE SOLVED: To provide a proton exchange membrane and a process for producing the same.

SOLUTION: There are provided an inter-penetrating network proton exchange membrane, and a process for producing the same, in which the inter-penetrating network proton exchange membrane includes 80-90 pts.wt. of a sulfonated tetrafluoroethylene copolymer and 20-10 pts.wt. of a hyper-branched polymer prepared by copolymerizing multi-maleimide and barbituric acid, the sulfonated tetrafluoroethylene copolymer and the hyper-branched polymer are inter-penetrating, and the structure of the multi-maleimide is represented by the chemical formula.
