<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing a heat insulation sheet, capable of improving the heat insulation capacity of a heat insulation sheet, easily producing the same, and reducing energy consumption. Ž<P>SOLUTION: The apparatus 1 for producing a heat insulation sheet converts a fiber web 9 into a heat insulation sheet 15 by allowing the fiber web 9 to pass between upper and lower rollers 2, 3 while causing them to rotate. The upper roller 2 includes a roller body 11 and a heat insulation coating layer 12 surrounding the outer circumference thereof. The heat insulation coating layer 12 is equipped with an exposure hole 13 that exposes the outer circumference of the roller body 11. The heat insulation coating layer 12 is constituted of a material having heat conductivity lower than that of the roller body 11. When the fiber web 9 is allowed to pass between the upper and lower rollers 2, 3, the roller body 11 is heated up to a temperature whereat the fibers constituting the fiber web 9 are thermally bondable to each other.
