PURPOSE: A voltage outputting circuit of a modulator is provided to directly monitor a bias voltage changed by a switching operation by arranging a bias voltage compensating circuit to a back side of a bias voltage outputting circuit. CONSTITUTION: A first voltage outputting unit(210) outputs a first bias voltage. A second voltage outputting unit(230) outputs a second bias voltage. A pulse signal outputting unit(250) outputs the pulse signal to a traveling wave tube by alternately switching the first bias voltage and the second bias voltage. The pulse signal outputting unit includes a first and a second switching unit. One end of the first and the second switching unit is connected to a grid of a travelling-wave tube. A voltage controlling unit(270) controls the voltage inputted from the first voltage outputting unit using the first bias voltage.
